About this tool
Sewing field, not frame
Hoops are sold by their outside size and machines refuse designs by their sewing field, which is smaller. A Brother 5×7 hoop has a 130 × 180 mm field; a 4×4 is 100 × 100 mm. The checker uses the field sizes from the manufacturers' documentation for Brother and Baby Lock, Janome, Bernina, Husqvarna Viking and Pfaff, Singer and common commercial frames, and applies the 3 mm clearance most machines want at the edge for needle travel and satin pull.
Why a millimetre matters
A machine that sees a design 1 mm wider than the field will not sew it, and some models also read the hoop code the file names and refuse a mismatch even when the stitches would fit. JEF files carry such a code; the converter sets it from the design size when you re-save.

Fits, fits rotated, tight (under 3 mm clearance) or too big, per hoop, with the free space on each side.

Rotate the design in the converter, resize it within about 20 percent, or split it across two hoopings.
Questions
Hoop size versus sewing field: which one matters?
The sewing field. A "5×7" Brother hoop has a 130×180 mm field; the plastic frame is larger. Machines refuse designs that exceed the field even by a millimetre, so the checker uses field sizes.
Why 3 mm clearance?
Machines need a little room for the needle to move at the edge and for satin pull; 3 mm is a common minimum. If your design is within 3 mm of the field edge, the checker marks it tight.

What if it does not fit?
Rotate it if the checker says so, resize it if the design allows (up to about 20 % with density correction; see the resize tool), or split it across two hoopings.
